Qualifications

  • Requires understanding, interpreting and applying federal, state and local regulations
  • Occupational Risk: Work requires some physical exertion such as long periods of standing, recurring bending, stretching, reaching or similar activities and lifting moderately heavy items
  • Education Requirements: High School Diploma or equivalent experience
  • Training, Skills, Licenses, Knowledge and/or Experience: A minimum of and two (2) years of advanced technical/vocational training and experience in the operation of heavy equipment; or an equivalent combination of education and experience
  • Must have a Department of Transportation (DOT) Medical Card
  • Recycling and Transfer Facility employees require a valid Class A Commercial Driver’s License, in addition to 2B, 4E and 4G Hoisting Engineer’s Licenses

Responsibilities

  • Basic Function and Scope of Responsibility: The Heavy Equipment Operator is responsible for performing semi-skilled manual work in operating heavy equipment used in the construction, maintenance, and repair of public works projects or facilities
  • Work includes the safe and efficient operation of heavy equipment and vehicles
  • Supervision Required: The Heavy Equipment Operator works under the general supervision of the General Foreman, and is familiar with the work routine along with using initiative when carrying out recurring assignments independently with specific instruction
  • The supervisor provides additional and specific instruction for new, difficult, or unusual assignments, including suggested work methods
  • The Heavy Equipment Operator refers unusual situations to the supervisor for advice and further instruction
  • Reviews and checks of the Heavy Equipment Operator ’s work are applied to an extent sufficient to keep the supervisor aware of progress; this also insures that completed work and methods used are technically accurate and that instructions are being followed
  • Confidentiality: The Heavy Equipment Operator does not have access to confidential information
  • Accountability: Errors could result in personal injury/loss, delay or loss of service, monetary loss, injury to other employees, damage to buildings or equipment, and/or legal repercussions
  • Judgment: The work requires examining, analyzing and evaluating facts and circumstances surrounding individual problems, situations or transactions, and determining actions to be taken within the limits of standard or accepted practices
  • Guidelines include a large body of laws, policies, practices and precedents that may be complex or conflicting, at times
  • Employee is expected to weigh efficiency and relative priorities in conjunction with procedural concerns in decision-making
  • Complexity: The work consists of a variety of duties that generally follow standardized practices, procedures, regulations or guidelines
  • The sequence of work and/or the procedures followed vary according to the nature of the transaction and/or the information involved, or sought, in a particular situation
  • Work Environment: The work requires examining, analyzing, and evaluating facts and circumstances to operate, diagnose, and repair motor equipment
  • Employee is expected to weigh efficiency and relative priorities in conjunction with procedural concerns in decision-making
  • Assignments typically involve evaluation and interpretation of factors, conditions, or unusual circumstances; inspecting, testing, and/or evaluating compliance with established standards or criteria; gathering, analyzing, and evaluating facts or data using specialized fact finding techniques; determining the methods to accomplish the work
  • Nature and Purpose of Public Contact: This position has occasional contact with the public in person while performing work
  • The purpose for contact is to respond to inquiries regarding work and to give or receive information
  • This position has daily contact with co-workers and other town departments
  • The purpose for contact is to respond to inquiries or requests for service, and to provide information and assistance
  • Contacts are made in person, in writing, or on the telephone
  • Environment is mostly outdoors with exposure to inclement weather and dust
  • Operates front-end loader, backhoe, sweeper, catch basin educator, 15 foot gang mower, air compressors, jackhammers, rock drills, or other equipment of similar weight and complexity in all kinds of public works construction, maintenance, and repair operations
  • Operates equipment and performs duties assigned to Light Equipment operator, Maintenance, Laborer, Recycling Monitor, and Handyman
  • Solid Waste Disposal: assist in all phases of recycling, landfill, and baling operations
  • Performs routine inspection and preventive maintenance and safety procedures on equipment or vehicles to which assigned in accordance with prescribed programs or as directed
  • Performs manual labor incidental to the work of operating assigned equipment; may be given laboring tasks when not assigned to operate equipment
